COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS' AUDITORIUM <br />SPECIAL MEETING <br />THURSDAY 2:00 PM DECEMBER 1, 2016 <br />Board members present: Obie O’Brien, Chairman; Paul Jewell, <br />Vice-Chairman; Laura Osiadacz, Commissioner <br /> <br />Others: Liz Whitaker, Community Health Supervisor; Robin Read, <br />Public Health Administrator; Kaitlyn Reddick, Fiscal Analyst; <br />Holly Myers, Environmental Health Supervisor; Mark Cook, Public <br />Works Director; Kathy Jurgens, Finance Systems Manager; Luke <br />Huck, County Engineer and Judy Pless, Budget & Finance Manager <br />SPECIAL MEETING COMMISSIONERS <br />Vouchers and Payroll approved <br />Public Health <br />Liz Whitaker, Robin Read, Kaitlyn Reddick and Holly Myers in <br />attendance to present the 2017 preliminary departmental budget. <br />The following items were reviewed: Two budgets submitted <br />discussion on some adjustments. Smart-Gov increase $30,000, <br />requested 1 ½ new positions, SnapEd grant was added to the <br />budget. Discussed fees – based upon cost recovery model – the <br />board needs to meet before the end of the year. Board of Health <br />to meet on December 15 th. Commissioner Jewell will set the <br />meeting. There was board discussion regarding the Admissions <br />Tax - $218,120 is included in the budget. <br />Public Works <br />Mark Cook, Kathy Jurgens, and Luke Huck presented the 2017 <br />preliminary departmental budget. A new organization chart, <br />which is compliant with CRAB, was presented. <br />Airport <br />Discussed budget and the CWU program <br /> <br />Road Fund <br />Would like to have reserves at 5 million dollar level. Working <br />on fee model, budget does include an increase in fees. <br />
