COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING – IT STUDY SESSION <br />Monday 2:30 PM July 31, 2017 <br /> <br />Board members present: Chair Paul Jewell, Commissioner Obie O'Brien <br />Board members absent: Vice‐Chair Laura Osiadacz <br />Others: Jim Goeben, IT Director <br /> <br /> <br />Regular Meeting Commissioners <br /> <br />Call to Order: 2:30 PM <br /> <br />VOIP Phone System <br />There was discussion about converting the phone system to a VOIP system and issuing a Request for <br />Proposal (RFP). <br /> <br />Board direction: The board asked Mr. Goeben for a quick return on investment analysis and to start the <br />RFP process. <br /> <br />SMARTGOV Implementation <br />The county successfully launched new permit tracking software the week of 7/17. There were no major <br />issues encountered. Minor issues were taken care of as they were experienced. <br /> <br />Board direction: None <br /> <br />Disclosure and Request Tracking Application Expansion <br />There was discussion about new public records request reporting requirements of ESHB 1594 and 1595 <br />and how our tracking system (DaRT) might be affected. <br /> <br />Board direction: The board had no objection to separating DaRT from dependence on the county’s <br />intranet and possibly offering it to other agencies. <br /> <br />Other business <br />Mr. Goeben updated the board: <br /> EPIC Award for KCIT GIS <br />Jason Eklund, Kittitas County GIS Coordinator, received the first place award for Best User <br />Software Application at the international Esri User Conference. The application he developed, <br />the Exotic Plant Information Collector (EPIC), is used by the Kittitas County Noxious Weed Board <br />to manage weed inspections. <br /> Semi‐annual website review <br />There was a review of Technology Policies 11.4.6.1 Semiannual review, and <br />11.4.10 Enforcement.
