COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br />TUESDAY 10:00 AM January 10, 2017 <br />Board members present: Obie O’Brien, Paul Jewell, Laura Osiadacz <br />Others: Lisa Young, Greg Zempel <br />1) Call to order: 10:00 AM <br />2) Staffing Discussion and/or Requests <br /> Prosecutor – Temp Office Worker – Prosecutor Zempel presented a request to hire <br />their current intern as a part time temporary employee to perform Receptionist duties <br />until the vacancy could be filled. The employee would work less than 20 hours per <br />week. This would be budget neutral. The Board approved and signed the PAF as <br />presented. Prosecutor Zempel said they hired an attorney but was told by HR they <br />could not start her on January 31st. HR Director Young explained the new process <br />between HR, Payroll, and IT that only allowed new employees to start on the first three <br />Monday’s of each month to provide for greater efficiencies in the onboarding process. <br />Chairman Jewell asked if the employee could start on January 31st but go through <br />orientation on the 17th. HR Director Young said that should work fine; however her <br />official start date would be January 17 since we pay employees to participate in <br />orientation, and she just would not actually perform work until the 31st. Chairman <br />Jewell told Prosecutor Zempel to check with Budget & Finance Manager Pless to <br />ensure that would work for their office <br />3) Executive Session – Qualifications of a Candidate for Public Employment <br />RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public employment or to review <br />the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a <br />governing body of salaries, wages, and other conditions of employment to be generally applied <br />within the agency shall occur in a meeting open to the public, and when a governing body elects to <br />take final action hiring, setting the salary of an individual employee or class of employees, or <br />discharging or disciplining an employee, that action shall be taken in a meeting open to the public <br />The Board entered Executive Session at 10:08 AM to discuss the qualifications of a <br />candidate for public employment.
