COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />SPECIAL MEETING <br />HR STUDY SESSION <br /> <br />WEDNESDAY 10:00 AM MARCH 30, 2016 <br />Board members present: Obie O’Brien, Paul Jewell <br />Others: Lisa Young, Christopher Horner, Mark Cook <br />1) Call to Order – 10:02 AM <br /> <br />2) Staffing Discussions and/or Requests <br /> Prosecutor’s Office – No request to consider at this time, <br />however, HR Director Young presented DPA Horner with his Claims <br />Administrator certification from the Washington Counties Risk <br />Pool. <br /> Public Works – PW Director Cook requested the ability to hire the <br />seasonal Flagger/Laborer at $15 per hour. The Board approved. <br /> <br />3) Request to Approve a Resolution Authorizing the Claims Administrator <br />to Approve or Reject Claims up to $500 in Value – DPA Horner <br />presented a Resolution authorizing the Claims Administrator in the <br />Prosecutor’s Office to approve/reject claims up to $500 in value. <br />Commissioner Jewell moved to approve the Resolution, Chairman <br />O’Brien seconded. The motion was approved 2:0. (Resolution 2016- <br />147). <br /> <br />4) Public Records Officers/Bonding – DPA Horner provided an update on <br />his research regarding bonding for Public Records Officers. He <br />indicated it could be possible for Deputies of Elected Officials and <br />said some EO bonds could be higher based on statute. The Board did <br />not take any action at this time. <br /> <br />5) Executive Session – Union Negotiation Discussion <br />RCW 42.30.140 (4)(b) that portion of a meeting during which the governing <br />body is planning or adopting the strategy or position to be taken by the <br />governing body during the course of any collective bargaining, <br />professional negotiations, or grievance or mediation proceedings, or <br />reviewing the proposals made in the negotiations or proceedings while in <br />progress. <br />The Board entered Executive Session at 10:10 AM to discuss <br />negotiation strategies. Anticipated length: 45 minutes; anticipated <br />action: Direction to staff. The Board exited Executive Session at <br />10:55 AM with direction to proceed with negotiations. <br /> <br />6) Executive Session – Performance of a Public Employee <br />RCW 42.30.110(g) To evaluate the qualifications of an applicant for public <br />employment or to review the performance of a public employee. However, <br />subject to RCW 42.30.140(4), discussion by a governing body of salaries,
