COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM FEBRUARY 09, 2016 <br />Board members present: Obie O’Brien, Paul Jewell, Gary Berndt <br />Others: Lisa Young, Mark Cook, Michael Stafford, Clayton Myers <br />1) Call to Order – 10:10 AM <br /> <br />2) Staffing Discussion and/or Request <br /> Public Works – Construction Manager – PW Director Cook presented <br />an idea for an Engineer in Training in lieu of a Construction <br />Manager. The applicant pool for an EIT may provide for better <br />options. He reported that this was informational at this point <br />and would depend on the results of his other vacancy recruitment <br />efforts. <br /> <br />3) Executive Session – Union Matters <br />RCW 42.30.140 (4)(b) that portion of a meeting during which the <br />governing body is planning or adopting the strategy or position to <br />be taken by the governing body during the course of any collective <br />bargaining, professional negotiations, or grievance or mediation <br />proceedings, or reviewing the proposals made in the negotiations or <br />proceedings while in progress. <br />The Board entered Executive Session at 10:25 AM to discuss <br />negotiation strategies with JCA Stafford present. Anticipated <br />length: 10 minutes; anticipated action: Direction to staff. The <br />Board exited Executive Session at 10:35 AM with direction to proceed <br />with negotiations. Undersheriff Myers then joined the meeting and <br />the Board re-entered Executive Session at 10:37 AM to discuss <br />negotiation strategies. Anticipated length: 45 minutes; anticipated <br />action: Direction to staff. At 11:22 AM the Board extended the <br />Executive Session for an additional ten minutes.
