COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />SPECIAL MEETING <br />THURSDAY 2:00 PM AUGUST 6, 2015 <br />Board members present: Gary Berndt, Paul Jewell <br />Others: Lisa Young, Patti Johnson, Jim Goeben, William Holmes, <br />Patrick Gigstead, Michael Stafford <br />SPECIAL MEETING COMMISSIONERS <br /> <br />1) Call to Order – 2:00 PM <br /> <br />2) Request to Approve a Resolution for Declaration of <br />Emergency – Ryegrass Septage Lagoon – Solid Waste Director <br />Johnson presented a Resolution to declare an emergency due <br />to liner failure. Commissioner Jewell moved to approve the <br />Resolution, Chairman Berndt seconded. The motion passed <br />2:0 (Resolution 2015-115). <br /> <br />3) Staffing <br /> <br />A. Information Technology – Request to Offer - IT <br />Director Goeben requested the ability to hire a Web <br />Developer up to quarter point of the scale. The Board <br />approved. <br />B. Maintenance – Request to Offer – HR Director Young <br />requested the ability to make an offer to a <br />Maintenance Director candidate. The Board approved, <br />with the offer to be no more than $4,167/mo. <br />C. Probation Services – Restructure Update – Probation <br />Services Director Holmes provided the Board with an <br />update on the transition of leadership upon his <br />retirement. He has been working on job descriptions <br />and has budgeted for a 5% increase for promotions. He <br />will bring another update on August 20. <br /> <br />4) HR Updates – Director Young let the Board know she is <br />finalizing the job description for CDS Director. The Board <br />asked that she bring the final job description and wage <br />data from the City to the August 20 meeting. She and the <br />Board briefly discussed the status of the wage survey, and
