COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM SEPTEMBER 24, 2013 <br />Board members present: Obie O’Brien, Paul Jewell, Gary Berndt <br />Others: Lisa Young, Matt Anderson, Todd Davis, Patti Johnson <br />REGULAR MEETING COMMISSIONERS <br /> <br />1) Call to Order - 10:04 AM <br />2) Staffing <br /> Fair/Noxious Weed/Extension – Fair Director Anderson and <br />Noxious Weed Coordinator Davis were present to discuss <br />staffing needs with regard to office management and <br />bookkeeping. Commissioner Jewell recommended that the <br />vacant Bookkeeper position be filled as is, and suggested <br />that they maintain a departing employee for 8-10 hours per <br />week through December. Then Director Anderson, Coordinator <br />Davis, and Extension Agent Hudson need to bring a <br />recommendation back to the Board for a staffing plan moving <br />forward, to include financial impact. The Board agreed. <br /> Solid Waste – SW Director Johnson discussed the need for <br />temporary maintenance help. She would just bill it back to <br />Solid Waste via coding in NOVAtime. <br />3) Policy Updates – Tabled for future discussion. <br /> <br />4) Compensation & Benefits - HR Director Young asked if <br />employees who participate in the onsite biometric clinic <br />could use paid work time, or if they had to use leave. The <br />Board stated leave would need to be used. The Board also <br />expressed interest in updating policy for interim pay. <br /> <br />An Executive Session was added for the performance of a <br />public employee. <br />RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public employment or to review the <br />performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of <br />salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in <br />a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary <br />of an individual employee or class of employees, or discharging or disciplining an employee, that action shall <br />be taken in a meeting open to the public <br /> <br />The Board entered Executive Session at 11:20 AM to discuss <br />the performance of a public employee.
