COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />SPECIAL MEETING <br />WEDNESDAY 10:00 AM JULY 17, 2013 <br />Board members present: Obie O'Brien, Paul Jewell, Gary Berndt <br />Others: Lisa Young, Judy Pless, Lisa Lawrence <br />SPECIAL MEETING <br />1) Call to Order: 10:02 AM <br />COMMISSIONERS <br />2) Budget Transfer - Civil Service: HR Director Young requested <br />Chairman signature on a budget transfer from Civil Service <br />Oral Boards to Civil Service Advertising. Approve and signed <br />as presented. <br />3) Budget Retreat: HR Director Young reported that she would not <br />be present at the Retreat. Budget & Finance Manager Pless <br />asked for direction regarding COLA and benefits and was told <br />to plan for 20 and $675.46. <br />4) Solid Waste Compensation: HR Director Young and Assistant SW <br />Director Lawrence requested approval to post for Compost <br />Facility Specialist. The job description has been reviewed. <br />Board approved 3:0. Discussion also took place regarding an <br />internal wage review for non -Union Solid Waste positions. The <br />Board asked for an update in 30 days. <br />5) Executive Session - Union Matters <br />RCW 42.30.140 (4)(a) Collective bargaining sessions with employee organizations, including contract <br />negotiations, grievance meetings, and discussions relating to the interpretation or application of a labor <br />agreement; or (b) that portion of a meeting during which the governing body is planning or adopting the <br />strategy or position to be taken by the governing body during the course of any collective bargaining, <br />professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the <br />negotiations or proceedings while in progress. <br />The Board entered Executive Session at 10:32 AM for the <br />purpose of planning for collective bargaining. Anticipated <br />length: 40 minutes; anticipated action: Direction to Staff. <br />The Board exited Executive Session at 11:12 AM with direction <br />
