DECEMBER 13, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice Chairman Paul <br />Jewell and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Holly Myers, <br />EH Manager; Robin Read, Public Health Administrator; Candi <br />Blackford, Administrative Supervisor; Erin Moore, EH Specialist <br />II; Kaitlyn Reddick, Fiscal Analyst. <br /> <br />SPECIAL MEETING WATER CERTIFICATES COMMISSIONERS <br /> <br />At 1:00 p.m. Chairman O’Brien opened a Special Meeting to <br />discuss water certificates with Public Health and Environmental <br />Health Department. <br /> <br />Commissioner Jewell provided materials including a summary of <br />the 2015 – 2016 water bank costs, Schnebly Water Right <br />Acquisition worksheet and a water bank per ERU cost worksheet, <br />and a brief history of the water certificates that the County <br />has obtained and the processing of them. He stated that the <br />Board needed to determine how to move forward. <br /> <br />There was discussion on how the costs would be split and figures <br />were reviewed for the following potentials: 50/50 split, 70/30 <br />split (real split 80/20). <br /> <br />The Board opted to move forward with the cost recovery model <br />scenario 3a. They noted that Environmental Health would keep the <br />$975.00 in operations per the new fee methodology, noting some <br />changes on how the cost is broke down between Public Health and <br />the Water Fund. Originally listed - Package A. $1462.90 cost <br />recovery account for water right acquisitions and Package B. <br />$1872.51 cost recovery account for water right acquisitions, <br />with the changes the Board agreed to it will make Package A. <br />$1605.00 and Package B. $2518.35. The Board noted while making <br />the changes it will keep retail cost the same. Staff was <br />directed to begin 1.1.2017. <br /> <br />LETTER CITY OF ELLENSBURG-RODEO SEATING COMMISSIONERS <br />
