2016-10-11 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 11:00 A.M. OCTOBER 11, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Commissioner Paul <br />Jewell; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Angela San Fillipo, <br />City of Ellensburg; Kevin Ramsey, BERK Consulting Project <br />Manager; Lisa Grueter, BERK Consulting Project Director; Doc <br />Hansen, Planning Official; Jerry Pettit, Auditor; Anna Nelson, <br />Van Ness Feldman, LLP; and 1 member of the public. <br /> <br />SPECIAL MEETING BERK CONSULTING COMMISSIONERS <br /> <br />At 11:00 a.m. Chairman O’Brien opened a Special Meeting to <br />receive an update from BERK Consulting on population allocation <br />for Kittitas County. <br /> <br />Kevin Ramsey, Project Manager and Lisa Grueter, Project Director <br />for BERK Consulting, provided a power-point with information <br />relating to the Kittitas County 20-Year Comprehensive Plan <br />Update including growth projections, allocation, and land <br />capacity analysis. At the conclusion of the report they <br />indicated the next step was to finalize land capacity analysis <br />after County and local jurisdiction review; select countywide <br />growth projections including population and employments, as well <br />as selecting allocations to study areas. <br /> <br />Commissioner Jewell questioned why the Conference of Government <br />(COG) was going with a 2% increase. He said if the County is <br />challenged under the Growth Management Act, they have to defend <br />it and would be required to show their work. There has been a <br />good analysis conducted and the number they have provided is <br />1.89%. <br /> <br />Chairman O’Brien explained the reasons the COG was going with 2% <br />was because they anticipated a larger growth due to people <br />coming from the King County area, I-90 expansion, etc. He noted <br />the OFM would be providing new numbers in 2017 and they <br />anticipate an increase. <br /> <br />Jerry Pettit, Auditor said the COG has taken a reasonable <br />approach. He said they have used the highest in the past and
