03/30/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 2:00 P.M. MARCH 30, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Gary Berndt. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Doc Hansen, Planning <br />Official/Interim CDS Director; Neil Caulkins, Deputy Prosecutor; <br />Debbie Myers, Receptionist/Board Clerk; and approximately 15 members <br />of the public. <br /> <br />TAX APPEALS BOARD OF EQUALIZATION COMMISSIONERS <br /> <br />Commissioner Jewell moved to approve a Notice for the Board of <br />Equalization’s request to convene for the purpose of hearing appeals <br />filed for 2015 for taxes payable in 2016. Commissioner Berndt <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING McDONALD ADMINISTRATIVE DECISION REMAND CDS <br /> <br />At 2:05 p.m. CHAIRMAN O’BRIEN opened a Public Hearing continued from <br />March 15, 2016, to consider the remand of the original <br />Administrative Decision for the McDonald Administrative Conditional <br />Use (File Number CU-14-00005). He noted the record was closed. <br /> <br />The Board of County Commissioners deliberated on the appeal issues <br />and reviewed conditions. <br /> <br />COMMISSIONER JEWELL read comments and case law into the record which <br />outlined his decision on the remand. COMMISSIONER BERNDT reviewed <br />issues relating to the quality of SEPA that had been provided. <br /> <br />COMMISSIONER JEWELL moved that the appeal be granted and that the <br />McDonald Administrative Conditional Use Permit be revoked and that <br />Staff be instructed to prepare enabling documents. COMMISSIONER <br />Berndt seconded. <br /> <br />COMMISSIONER JEWELL also explained how there was no alternative but <br />to go with the WAC relating to the Brethren school and there was no <br />other choice under code, but to go with the decision made today. <br />COMMISSIONER BERNDT explained that he could not understand from the <br />information provided by the applicant of what the plan was and what <br />was going to happen over the next 5-7 years. He addressed issues <br />relating to mitigation of water as well. <br />
