APRIL 18, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Neil Caulkins, <br />Deputy Prosecutor; Greg Zempel, Prosecutor; Holly Myers, <br />Environmental Health Supervisor; Judy Pless, Budget & Finance <br />Manager; Jerry Pettit, Auditor; Tristin Lamb, Environmental <br />Health Specialist; Liz Whitaker, Community Health Supervisor; <br />Christopher Horner, Deputy Prosecutor; Erin Moore, Environmental <br />Health Specialist; Patti Johnson, Solid Waste/Maintenance <br />Director/Project Manager; Mark Cook, Public Works <br />Director/Interim County Engineer; Doc Hansen, Planning <br />Official/Interim CDS Director; and 3 members of the public. <br /> <br />REGULAR MEETING AGENDA STUDY SESSION COMMISSIONERS <br /> <br />At 10:30 a.m. Chairman O’Brien opened a Regular Meeting to <br />review items scheduled for the April 19, 2016 Agenda Session. <br />The Board of County Commissioners asked questions and received <br />reports from Staff on each Agenda item. He announced the Board <br />would recess into an Executive Session at the end of the Agenda <br />Study Session in the Commissioners Conference Room. <br /> <br />OTHER BUSINESS (The Board moved from the Commissioners <br />Auditorium to the Commissioners Conference Room to hold an <br />Executive Session). <br /> <br />EXECUTIVE SESSION POTENTIAL LITIGATION COMMISSIONERS <br /> <br />At 11:20 a.m. Chairman O’Brien announced the Board would recess <br />into an Executive Session with Patti Johnson, Solid <br />Waste/Maintenance Director/Project Manager and Neil Caulkins, <br />Deputy Prosecutor, for 15 minutes to discuss with legal counsel <br />representing the agency matters relating to agency enforcement <br />actions, or to discuss with legal counsel representing the <br />agency litigation or potential litigation to which the agency, <br />the governing body, or a member acting in an official capacity <br />is, or is likely to become, a party, when public knowledge <br />regarding the discussion is likely to result in an adverse legal
