2016-04-13 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />UPPER DISTRICT COURT <br />700 EAST FIRST STREET <br />CLE ELUM, WA <br />SPECIAL MEETING <br /> <br />WEDESDAY 6:00 P.M. APRIL 13, 2016 <br /> <br />Board members present: Chairman Obie O’Brien and Vice-Chairman. <br />Commissioner District #2 Position – Vacant. <br /> <br />District #2 Republican Party Candidates: Jerry Martens, Laura <br />Osiadacz, and Ian Elliot. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Patti Johnson, Solid <br />Waste/Maintenance Director/Project Manager; Val Barschaw, Clerk; <br />Clay Myers, Undersheriff; Marsha Weyand, Assessor; Mark Cook, <br />Public Works Director/Interim County Engineer; Jerry Pettit, <br />Auditor; Holly Myers, Environmental Health Supervisor; Robin <br />Read, Public Health Administrator; and approximately 30 members <br />of the public. <br /> <br />SPECIAL MEETING COMMISSIONER DISTRICT #2 COMMISSIONERS <br /> <br />Chairman O’Brien opened a Special Meeting to consider an <br />appointment to the recent vacancy of Kittitas County <br />Commissioner District #2. He reviewed the process and procedures <br />of appointment and how the Board had requested a panel of <br />Department Heads and Elected Officials to ask questions of each <br />candidate. The Republican Party submitted three names in order <br />preference of appointment including: Jerry Martens, Laura <br />Osiadacz, and Ian Elliot. He announced that at the conclusion of <br />the questions and answer session the Board of County <br />Commissioners along with the Department Heads and Elected <br />Officials, would recess into an Executive Session, followed by <br />another one with just him and Commissioner Jewell to determine <br />who to appoint to the vacancy. <br /> <br />The panel and Commissioners asked questions of the three <br />candidates relating to their views on various subjects and <br />issues that are going on within the County. <br /> <br />At 8:10 p.m. Chairman O’Brien announced the Board would recess <br />into Executive Session with the following Elected <br />Officials/Department Heads: Patti Johnson, Clay Myers, Robin <br />Read, Mark Cook, and Marsha Weyand for 15 minutes to evaluate
