2016-03-28 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 3:00 P.M. MARCH 28, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Gary Berndt. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Doc Hansen, Planning <br />Official/Interim CDS Director; Lindsey Ozbolt, Staff Planner; <br />Robin Estes, Oregon/Washington BLM FERC Coordinator and Project <br />Manager; Linda Clark, BLM District Manager, Coeur d’Alene <br />District Office; Myria Foisy, Department of Transportation; Dave <br />Dean, Power Engineers, Project Manager/Wildlife Ecologist and 1 <br />member of the public. <br /> <br />SPECIAL MEETING VANTAGE TO POMONA TRANSMISSION PROJECT CDS <br /> <br />At 3:00 p.m. Chairman O’Brien opened a Special Meeting to <br />receive an update from the Bureau of Land Management regarding <br />the Vantage to Pomona Transmission project. <br /> <br />Lindsey Ozbolt, Staff Planner, gave a brief history of the work <br />that has gone into the project over the past two years. She said <br />if the project were to go through Kittitas County, it would <br />require a Development Agreement and Conditional Use Permit, <br />which the Board of County Commissioners would be making a final <br />determination on those applications. Commissioner Jewell asked <br />why they are meeting at this point if there was potential to be <br />having to make a decision on the project. Ms. Ozbolt said they <br />spoke with the Prosecutors office and they did not see any issue <br />with providing the Board an update, as long as they disclosed it <br />at the appropriate time if it were to come before them. They <br />also recommended to not allow the Board to ask specific <br />questions at this time. <br /> <br />Robin Estes, Oregon/Washington BLM FERC Coordinator and Project <br />Manager reviewed a power point with information relating to the <br />Vantage to Pomona Transmission project. She said it was a little <br />different practice as they were trying to get the NEPA and SEPA <br />process done at once, which had been asked by their department <br />as well as the Governor’s office for streamlining and better <br />efficiency. Updates that were provided included milestones, <br />participants, location, description, project alternatives, key <br />issues and resolutions, a summary of Counties jurisdictions,
