11/05/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 9:00 A.M. NOVEMBER 5, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, <br />Public Works Director/Interim County Engineer; Ryan Lyyski, City of <br />Ellensburg Public Works & Utilities Director; Derek Mayo, City <br />Engineering Services Manager and City of Ellensburg Council Members: <br />Mary Morgan & Nancy Lillquist. <br /> <br />SPECIAL MEETING UNIVERSITY WAY/REECER CREEK COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Wright opened a Special Meeting discuss with <br />County Staff and City Staff concerns brought forward on 10/28/19 <br />during the Regular Public Works Study Session regarding funding for <br />the University Way & Reecer Creek Road Signal. <br /> <br />There was discussion on the report that trigged the conversation <br />stating that the intersection would fail. There was discussion on <br />funding packages that need to be put in place as well as assurances <br />moving forward. There was discussion on whose rules are to be <br />followed; City or County, and discussion on the issues identified, <br />traffic impact fees and how they are used. <br /> <br />Derek Mayo, City Engineering Services Manager offered to help with <br />writing grants but indicated that he couldn’t sign them. <br /> <br />The Board asked for a list of expectations before the end of the <br />year. They indicated that the City and County can exchange them and <br />hopefully be on the same page in the future. <br /> <br />Both Public Works Directors were encouraged to meet and work out the <br />misunderstandings and to further discuss better communication <br />between both entities. <br /> <br />The meeting was adjourned 9:49 a.m. <br /> <br />KITTITAS COUNTY COMMISSIONERS <br />DEPUTY CLERK OF THE BOARD KITTITAS COUNTY, WASHINGTON <br /> <br /> <br /> <br />Mandy Buchholz Cory Wright, Chairman <br />
