<br />12/11/2019 MINUTES 1 <br /> <br /> <br /> <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. DECEMBER 11, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public <br />Works Director/Interim Engineer; Lisa Young, Human Resources Director. <br /> <br />SPECIAL MEETING PUBLIC WORKS PERSONNEL COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Wright opened a Special Meeting to discuss Public <br />Works Personnel. <br /> <br />Mark Cook, Public Works Director/Interim County Engineer presented the <br />Board with proposed title changes that they approved through the budget <br />process. He reviewed the budget impacts and asked the Board if they had <br />any questions or concerns and answered follow up questions. <br /> <br />Lisa Young, HR Director stated that the titles of positions in the Union <br />will match no matter what Department and reminded the Board that they <br />are working on streamlining all the Administrative wages and titles. <br /> <br />The Board stated they were in support of the proposed wages and changes <br />but wanted to hold off on any changes for the Administrative positions <br />as they are in the middle of working through all those positions to <br />streamline them in the County. Ms. Young stated that she worked with <br />BoCC Staff to bring forward a Resolution allowing for retroactive pay to <br />January 1, 2020. <br /> <br />EXCUTIVE SESSION COMMISSIONERS <br /> <br />At 9:27 a.m. Chairman Wright announced the Board would recess into <br />Executive Session with Mark Cook, Public Works Director/Interim County <br />Engineer for 10 minutes to evaluate the qualifications of an applicant <br />for public employment or to review the performance of a public employee. <br />However, subject to RCW 42.30.140 (4), discussion by a governing body of <br />salaries, wages, and other conditions of employment to be generally <br />applied within the agency shall occur in a meeting open to the public, <br />and when a governing body elects to take final action hiring, setting <br />the salary of an individual employee or class of employees, or
