12/31/19 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING TUESDAY 11:00 A.M. DECEMBER 31, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Taylor Crouch, Deputy Clerk of the Board I; Greg Zempel, <br />Prosecutor; Mark Cook, Public Works Director/Interim Engineer; Erin <br />Moore, WRP Coordinator; and Arden Thomas WRP Manager. <br /> AGREEMENT PLAUCHE & CARR DISCUSSION PUBLIC WORKS <br />At 11:01 a.m. Chairman Wright opened a special meeting to discuss <br />the potential extension of a Professional Service Agreement with <br />Plauche and Carr. <br /> <br />Greg Zempel, Prosecutor asked what the County was still using the <br />services for, as the County now has the resources in-house to no <br />longer need their assistance. <br /> <br />Erin Moore, WRP Coordinator and Arden Thomas, WRP Manager explained <br />that the value in retaining this service comes from the existing <br />relationships the agency has, and where the County is still forming <br />those relationships. <br /> SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 11:17 a.m. Chairman Wright announced the Board would recess into <br />an Executive Session for 5 minutes with Greg Zempel, Prosecutor and <br />Mark Cook, Public Works Director/Interim Engineer to evaluate the <br />qualifications of an applicant for public employment or to review <br />the performance of a public employee. However, subject to RCW <br />42.30.140(4), discussion by a governing body of salaries, wages, and <br />other conditions of employment to be generally applied within the <br />agency shall occur in a meeting open to the public, and when a <br />governing body elects to take final action hiring, setting the <br />salary of an individual employee or class of employees, or <br />discharging or disciplining an employee, that action shall be taken <br />in a meeting open to the public. No action was anticipated. <br /> <br />At 11:22 a.m. the Board reconvened out of Executive Session. No <br />action was taken. <br /> <br />At 11:22 a.m. Chairman Wright announced the Board would recess back <br />into Executive Session 5 minutes to evaluate the qualifications of
