12/17/2019 MINUTES 1

COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S CONFERENCE ROOM SPECIAL MEETING TUESDAY 9:00 A.M. DECEMBER 17, 2019
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith and Commissioner Laura Osiadacz.

Others: Taylor Crouch, Deputy Clerk of the Board I; Patti Johnson, Solid
Waste Director/Project Manager/Interim Maintenance Director; Lisa
Lawrence, Assistant Director of Solid Waste; and Rikki Schmitt,
representing Brown & Jackson.
SPECIAL MEETING BROWN AND JACKSON DISCUSSION COMMISSIONERS

At 9:00 a.m. Chairman Wright opened a Special Meeting to discuss Solid
Waste with Brown and Jackson.

Rikki Schmitt, representing Brown and Jackson began explaining what
their company sees as an issue at the Solid Waste station in Ryegrass.
Ms. Schmitt said that the screens being used at the facility are not
effective. It now takes their trucks longer than it used to, to empty
their waste. The new screens are 3/8 in. while the previous screens were
1/2 in. Ms. Schmitt says their company does a lot of business with Solid
Waste and would like more effective tools.

Patti Johnson, Solid Waste Director said the new screens were 3/8 in.
because that is what is in compliance; the 1/2 in. screens were not. She
stated there was a plate on the screen for easier cleaning, and so it
could be removed. Ms. Johnson explained the lack of water at the
Ryegrass station was being looked at, and it is in the Red Zone with the
closest water access being 800 ft. away. There is water in the warmer
months.

Ms. Schmitt stated their company had been trying to reach an
understanding with Solid Waste for two years. Their company does more
portable toilet waste than other companies that use the Ryegrass
station.

Chairman Wright stated the Board would like to see how the screens work
with Brown and Jackson at the Ryegrass station.

The meeting was adjourned at 9:37 a.m.
KITTITAS COUNTY COMMISSIONERS
