i <br />Kittitas County <br />Public Health <br />Department <br />To Protect and Promote the Health and the Environment of the People of Kittitas County <br />Joint BOCCBOH Public Hearing <br />Meeting Minutes <br />December 19, 2019 <br />Commissioners' Auditorium <br />10:00 a.m. <br />Present <br />Board of Health (BOH): Rich Elliott, John Asriel M.D., Brett Wachsmith, Laura Osiadacz <br />Absent: Cory Wright <br />Public Health: Candi Blackford, Tristen Lamb, Tina Rowan, Jesse Cox, Zac Bales, Melissa Schumaier, <br />Holly Erdman, Lucy Garcia, Chelsey Loeffers, Lianne Bradshaw, Samantha Cox <br />Meeting called to order at 10: 00 a.m. <br />Tristen Lamb stepped to the microphone and reviewed the staff report for the 2019 Public Health Fee <br />Schedule. Ms. Lamb gave a brief history of the implementation of the cost recovery fee methodology, and <br />reviewed proposed changes to the fees, as well as some fee policy language. <br />Public Comment open at 10:11 am <br />Josh DeHerrera, 4820 Thrall Rd, Ellensburg, stepped to the microphone to voice concern about the <br />temporary food service permit fees. Some of the fire stations host events that serve food to the public for <br />holidays such as Veteran's Day and the 0 of July. As these events are hosted by non -profits and are for <br />free for the community, he would like the health department to look at into these fees in the future, and <br />possibly come up with an alternative for non -profits. <br />Jesse Cox, 17270 Vantage Hwy, Ellensburg, stepped to the microphone in response to Mr. DeHerreras <br />comment to voice his concern over fee reductions for non -profits, stating this could put the burden of the <br />payment onto other business owners to subsidize the non -profits. <br />Public Comment closed at 10:20 am <br />There was discussion about options for fee reductions for non -profits, and the board asked Ms. Lamb to <br />look into some of these options over the next year to determine if there is any fee reduction or subsiding <br />that can be done for non-profit events that serve the community. <br />Brett Wachsmith asked for a motion to approve BOH Resolution 2019-003. <br />
