02/04/2020 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING TUESDAY 2:00 P.M. FEBRUARY 4, 2020 Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura Osiadacz; and Commissioner Cory Wright. Others: Candie Leader, Administrative Supervisor; Mark Cook, Public Works Director/Interim Engineer and 1 member of the public. PUBLIC HEARING GREGERICH IRRIGATION FRANCHISE PUBLIC WORKS At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider an application for an Irrigation Franchise with Robert A. Gregerich on South Thorp Highway. MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a Staff Report for an Irrigation Franchise application from Robert A. Gregerich. He is requesting to replace an irrigation pipe that has failed due to the age and would like to relocate it and install a 10” irrigation pipe for 240’ along South Thorp Highway. He recommended approving the Irrigation Franchise. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. AGREEMENT GREGERICH IRRIGATION FRANCHISE PUBLIC WORKS COMMISSIONER OSIADACZ moved to approve a Non-Exclusive Irrigation Franchise with Robert A. Gregerich for Tax Lot Number 742633. COMMISSIONER WRIGHT seconded. Motion carried 3-0. PUBLIC HEARING AMEND ORDINANCE 2019-012 PUBLIC WORKS At 2:03 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider Amending Kittitas County Ordinance No. 2019-012. MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a Staff Report and indicated the Prosecutors Office (at the request of the Sheriff’s office) would like to amend Ordinance No. 2019-012 which would allow an appeal to the parking fine. He indicated the Public Works Department would like to increase the No Parking zone along East Hyak Drive from MP 0.438 to MP 0.559. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
