03/13/20 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM EMERGENCY MEETING FRIDAY 2:30 P.M. MARCH 13, 2020 <br />Board members present: Vice-Chair Laura Osiadacz (via phone); and <br />Commissioner Cory Wright. Absent: Chairman Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Deputy <br />Clerk of the Board II; Lisa Young, Human Resource Director; Elishia <br />Harvill, Chief Administrator; Dan Carlson, CDS Director; Darren <br />Higashiyama, Chief Deputy; Ben Kokjer, Chief Deputy; Mike Hougardy, <br />Assessor; Tristen Lamb, Public Health Administrator; Dr. Mark <br />Larson, Public Health Official; Kady Porterfield, Event Center <br />Director; Clay Myers, Sheriff; and Patti Johnson, Solid Waste <br />Director/Interim Maintenance Director/Project Manager. <br /> EMERGENCY MEETING COVID-19 COMMISSIONERS <br />Dr. Mark Larson provided updates on COVID-19. He reviewed the <br />Governor rules that he applied to the entire State including <br />limiting of gatherings; there will be no public or private school <br />for grades K-12 from March 17, 2020 to April 24, 2020, at a minimum. <br />He said they are working with the President of Central Washington <br />University and assisting them with planning. <br /> <br />Lisa Young, Human Resource Director reviewed data she obtained from <br />departments on the potential impacts to the workforce regarding <br />daycare, caring for elderly family members, etc. There was <br />discussion on employees being able to work from home and the needs <br />for PC’s. <br /> <br />There was discussion on social distancing and people at risk. Dr. <br />Larson felt there was no reason to put temporary barriers up at this <br />time in offices as the risks are very low to exposure at this time. <br />Those who are at risk are those over the age of 60 or those who are <br />pregnant and if needed they could request accommodations. The Board <br />said they would follow the Public Health Officer’s recommendations <br />to not put up temporary physical barriers at this time. Dr. Larson <br />said if employees are feeling sick, they should not be coming into <br />work. He suggested the County looking at having a set of masks <br />available to employees who may not be feeling well. Masks are to be <br />worn on people who are sick. <br /> <br />Some other discussions included creating a volunteer <br />roster/emergency hire list; essential versus mandated duties;
