<br /> BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION NO. 2020-________ <br /> <br /> A Resolution Authorizing RESCISION of Resolution 2019-179 and ENACTING A new resolution pertaining to funding the complete count committee for the 2020 census. <br /> <br />WHEREAS, the United States Census Bureau will conduct a decennial census in the spring of the year 2020; and <br /> <br />WHEREAS, the Census Bureau believes that there has been an undercounting of population in previous censuses; and <br /> <br />WHEREAS, there might be an undercount in the year 2020 unless a special effort is mounted to encourage the public to participate in the Census; and <br /> <br />WHEREAS, the BOCC wishes to establish a Complete Count Committee charged with the responsibility of ensuring that all county residents participate in the year 2020 Census; and <br /> <br />WHEREAS, the State of Washington, Office of Financial Management is willing to enter into an interlocal agreement with Kittitas County to fund aspects of this project; and <br /> <br />WHEREAS, this willingness was not communicated to Kittitas County until after the enactment of Resolution #2019-179; and <br /> <br />WHEREAS, the change of circumstances justifies rescission of Resolution #2019-179; and <br /> <br />WHEREAS, RCW 39.34, the Interlocal Cooperation Act, provides the capability for public agencies to cooperate by providing services and facilities for mutual advantage; and <br /> <br />WHEREAS, Kittitas County is desirous of accepting and making use of the funding opportunity and accepts the terms and conditions mutually agreed upon by the parties; and <br /> <br />WHEREAS, by action taken at a regular meeting, the Kittitas County Board of County Commissioners have determined to enter into this Interlocal Agreement attached hereto for the purposes <br />described and funding amounts and other terms and conditions; <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED, that the Board of County Commissioners of Kittitas County, Washington authorizes the execution of the Interlocal Agreement that is attached hereto, <br />and incorporated herein by this reference, and which shall be forthwith filed with the Kittitas County Auditor pursuant to RCW 39.34.040.
