In 2020, the County’s goal <br />is to: <br /> <br />1. Expand parcel suitability in areas where significant development potential <br />remains and a mitigation project is likely to be successful. <br /> <br />Aspect Consulting, LLC (Aspect) has been assisting the County on water bank <br />implementation since 2014 and proposes to provide technical assistance as <br />follows: <br /> <br />Task 1: Upper Teanaway and Naenum Mitigation <br />Developable lots exist in these subbasins that, despite the County’s best efforts, <br />do not have a likely full-season water right identified for acquisition and <br />mitigation. The County has developed options for mitigation in these locations by <br />collecting funds for in-lieu non-water right acquisition projects, and by partnering <br />with local developers on a consumptive use recharge pilot. Potential exists to <br />develop regional aquifer recharge sites in the Teanaway and Naenum basins that <br />can mitigation for the remaining developable lots using a future cost-share with <br />those lot owners. Depending on local site conditions, opportunities may also exist <br />for instream flow enhancement goals as part of the Yakima Integrated Plan, and <br />funding from that source or the Streamflow Restoration Grant Program may exist <br />if the proof of concept can be demonstrated. To investigate the feasibility of <br />regional mitigation in these hard-to-serve areas, Aspect will: <br /> <br />A. Coordinate with the County to identify and describe potential priority <br />locations in the Upper Teanaway and Naenum basins. <br />B. Describe the ownership and access characteristics of these sites. <br />C. Use geologic and soil mapping to predict ranges of infiltration rates that could <br />be available in target locations. <br />D. Use analytical methods to estimate likely fate, transport, and timing of water <br />at the sites. <br />Aspect will complete <br />this work on a time- <br />and-materials basis, <br />not-to-exceed: <br /> <br />$10,000 <br /> <br /> <br /> <br /> <br /> <br />
