Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: October 15, 2019 <br /> <br />ACTION REQUESTED: Approval of Professional Services Agreement with The Watershed Company for <br />Consulting Services for Phase II of the Critical Areas Ordinance Update <br /> <br /> <br />BACKGROUND: On December 6th, 2018, the Board of County Commissioners (BOCC) directed <br />staff to coordinate the effort of obtaining a new consultant to assist the county with <br />the Critical Area Ordinance Update (CAO) process. <br /> <br /> Staff worked with The Watershed Company (TWC) on a phased approach to <br />updating the existing November 2018 CAO draft for adoption by the county. TWC <br />prepared a scope of work and preliminary timeline for Phase I. Phase I included <br />Project Kick off, Record Review including current November 2018 CAO draft, <br />Recommendations memo, Draft Amendments to the current November 2018 CAO <br />draft, Stakeholder participation, and Phase II scoping. The Phase I Professional <br />Service Agreement was executed on February 6, 2019 and completed in September <br />of 2019. <br /> <br /> The proposed Phase II Professional Services agreement would allow TWC to <br />provide the necessary services to finalize the CAO document and assist the county <br />through the adoption process. Phase II includes Project Management and <br />Coordination, Public Comment and Stakeholder Draft, Remapping of Critical <br />Aquifer Recharge Areas. Stakeholder Participation and Public Meetings, Final <br />Draft Amendments, assistance with the Local Adoption Process, and preparation of <br />Comment Responses during the public review process. <br /> <br />Staff recommends approval of the Phase II Professional Services Agreement to <br />allow TWC to assist in completion of the CAO update. <br /> <br />INTERACTION: Board of Commissioners, Community Development Services, Prosecutor’s Office <br /> <br />RECOMMENDATION: Sign the Phase II Professional Services Agreement with The Watershed Company <br /> <br />HANDLING: None <br /> <br />ATTACHMENTS: The Watershed Company Professional Services Agreement <br /> <br />LEAD STAFF: Lindsey Ozbolt, Community Development Services Planning Official
