Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br /> <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br /> <br />AGENDA DATE: March 5, 2019 <br /> <br />ACTION REQUESTED: Resolution to Authorize the Execution of an Amendment to an Interlocal <br />Agreement Between Kittitas County and Kittitas County Conservation <br />District for Continuing Implementation of the Voluntary Stewardship <br />Program <br /> <br />BACKGROUND: In 2011 the Kittitas County Board of Commissioner’s approved an ordinance electing <br />to participate in the Voluntary Stewardship Program. This ordinance elected to have <br />Kittitas County proceed with implementation of the requirements of the Voluntary <br />Stewardship Program once the Washington State Legislature provides adequate <br />funding for such activity. The Washington State Legislature appropriated Voluntary <br />Stewardship funds in the 2015-2017 budget for implementation of the Voluntary <br />Stewardship Program. <br /> <br />Kittitas County previously entered into an Interlocal Agreement with the Kittitas <br />County Conservation District for the development of a Voluntary Stewardship <br />Program and designated the District as the lead entity of the Watershed Group. The <br />amendment to the Interlocal Agreement identifies the District as the lead entity and <br />gives the District the authority to appoint Watershed Group participants consistent <br />with Resolution 2016-01. On August 21, 2017, the Interlocal Agreement was updated <br />to include the 2018-2019 budget, <br /> <br />The Conservation District continues to be the watershed group lead and Kittitas <br />County staff and elected officials will continue to be involved in the development of <br />the Voluntary Stewardship Program in an advisory and assistance role. This latest <br />amendment is to amend the budget for the 2018-2019 fiscal years to reflect the actual <br />costs for fiscal year 2018 and the budget for fiscal year 2019. <br /> <br />INTERACTION: CDS, Prosecuting Attorney, Board of County Commissioners <br /> <br />ATTACHMENTS: Interlocal Agreement Amendment and Resolution for Commissioner’s Signature <br /> <br />STAFF <br />RECOMMENDATION: CDS Planning Official recommends to the Board of County Commissioners to <br />approve and sign the Resolution and Amended Interlocal Agreement <br /> <br />HANLDING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br />RESPONSIBLE STAFF: Lindsey Ozbolt, CDS Planning Official
