Pursuant to a lease agreement between <br />Kittitas County and the Schnebly’s, a new mitigated temporary permit is <br />needed through 2027 to continue authorization of irrigation on the <br />Schnebly property with Kittitas County lease water. Aspect will prepare a <br />new water right application (including $50 fee), public notice (including <br />$300 fee), and front-loaded temporary permit for Ecology review and <br />approval. Aspect will coordinate this work with a separate contract with <br />the Schnebly’s for a new mitigated permit for their retained 25.05 acres, <br />including joint notice and Water Transfer Working Group presentation. <br />Aspect understands Kittitas County has already completed SEPA on the <br />original project and that the Department of Ecology is anticipating this <br />approach based on communications by Kittitas County’s attorney.
