BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />NO. 2018- ) -+ 7, <br />RESOLUTION IMPLEMENTING PREVIOUSLY PASSED RESOLUTION 2017-007 <br />AWARDING FUNDING FOR HOMELESSNESS AND AFFORDABLE HOUSING <br />GRANT #HH-AH-2018-05-SPURLING PLACE <br />WHEREAS: The Kittitas County Board has previously enacted Resolution #2017-007 <br />Authorizing Allocation of Funds Toward the Spurling Court Housing Project (now <br />known as "Spurling Place") in the amount of $500,000 (Five Hundred Thousand <br />Dollars); and <br />WHEREAS: This Resolution is intended to implement the provisions of Homelessness <br />and Affordable Housing Grant # HH -AH -2018-05, a copy of which is attached hereto and <br />incorporated by reference; and <br />WHEREAS: The County Board has concluded based upon the terms of Homelessness <br />and Affordable Housing Grant # HH -AH -2018-05- SPURLING PLACE that this is not <br />an advance disbursement of funds, but a disbursement to be applied to expenditures <br />already made; and <br />WHEREAS: This expenditure is to be made from the funds collected for Affordable <br />Housing pursuant to RCW 36.22.178 and Homeless Housing Assistance pursuant to <br />RCW 36.22.179/.1791; and <br />WHEREAS: Funding is to be made available starting November 19, 2018 upon <br />approval of this resolution; and <br />WHEREAS: The project application sets aside 10% of the units for the homeless; and <br />WHEREAS: The Grant amount is far less than 10% of the anticipated project cost; and <br />WHEREAS: The Kittitas County Auditor's Office has advised this Board as to the <br />resources available from the funds created by RCW 36.22.178, .179, and .1791, <br />NOW, THEREFORE BE IT RESOLVED: That the Kittitas County Board of <br />Commissioners hereby allocates the sum of $500,000 (Five Hundred Thousand Dollars) <br />to HopeSource for the purpose of supporting the Spurling Place project and its purpose in <br />providing housing for the homeless and those who are at risk of becoming homeless as a <br />result of being "very low-income hou eholds" and "extremely low-income households". <br />The fonds to be allocated shall be 9(j from the account holding finds from the <br />surcharge created pursuant to RCW 36.22, I78, and S�_ 360, from the account holding <br />
