Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: October 2, 2018 <br /> <br />ACTION REQUESTED: Requesting Approval of an Ordinance Adopting Amendments to Kittitas County <br />Code Regarding Solar Power Production Facilities, Adopting the Official Solar <br />Power Production Facilities Overlay Map, and Rescinding Moratorium on <br />Accepting Applications for Solar Facilities that Qualify as Major Alternative <br />Energy Facilities <br /> <br /> <br />BACKGROUND: The Kittitas County Board of County Commissioners held an open public <br />hearing on September 10, 2018 to consider proposed amendments to Kittitas <br />County Code regarding Solar Power Production Facilities. After consideration of <br />the staff report, Planning Commission recommendation, public comment, and <br />evidence submitted, the Board unanimously approved the proposed regulations <br />with certain amendments, and directed staff to prepare enabling documents that <br />incorporated the changes. The attached ordinance includes the changes and <br />would adopt the amendments to Kittitas County Code, adopt the official Solar <br />Power Production Facilities Overlay Map, and rescind the existing moratorium <br />on accepting applications for solar facilities that qualify as Major Alternative <br />Energy Facilities. A full-sized overlay map will be provided for signature on <br />October 2, 2018. <br /> <br />INTERACTION: Community Development Services, Prosecuting Attorney, and Board of County <br />Commissioners. <br /> <br />RECOMMENDATION: Adopt the attached Ordinance and official Solar Power Production Facilities <br />Overlay Map <br /> <br />ATTACHMENTS: Enabling Ordinance <br /> Official Solar Power Production Facilities Overlay Map <br /> <br />LEAD STAFF: Dan Carlson, AICP, Community Development Services Director
