KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: July 3, 2018 <br />ACTION REQUESTED: Approve the Resolution to Ratify the Chairman's signature <br />on the Local Agency Federal Aid Project Prospectus for the <br />Roadside Hazard Safety Improvements -Countywide Project <br />BACKGROUND: The Roadside Hazard Safety Improvements -Countywide <br />project will provide for safety improvements on several <br />different road segments to lessen the severity of run -off - <br />the -road accidents by installing guardrail where necessary <br />to protect roadside hazards. Signs such as advanced <br />warning signs and chevrons for roadway curves, upgraded <br />stop signs at intersections, and other delineation devices <br />will be installed as recommended per MUTCD <br />requirements to also prevent run -off -the -road accidents. <br />Public Works successfully received Highway Safety <br />Improvement Program (HSIP) federal funds in the amount <br />of $689,000 with no local match requirement if <br />construction is authorized prior to April 30, 2019. This <br />project was identified as the 41 priority in the Kittitas <br />County 2017 Safety Plan, and this project addresses safety <br />improvements to those roadway segments identified in the <br />safety plan. <br />Public Works also successfully received Surface <br />Transportation Block Grant (STBG) federal funds in the <br />amount of $203,275 with a 13.5% local match requirement. <br />Public Works is preparing to advertise the project for <br />construction in the fall of 2018 and is requesting the release <br />of the Federal Construction Funds. This requires the Local <br />Agency Federal Aid Project Prospectus to be signed and <br />approved by the Chair of the BOCC. <br />The prospectus has been modified from previously signed <br />prospectuses for separate projects to utilize an alternate <br />processing method through WSDOT Local Programs to <br />allow for quicker authorization of construction funds; <br />whereby allowing project work to begin in September <br />instead of mid-October. Construction is expected to last up <br />to 10 weeks. <br />INTERACTION: Public Works <br />
