Exhibit C <br />REVISED WORK PLAN/APPROVED PROJECTS <br />2015 Homeland Security Grant (HSGP) <br />State Homeland Security Program (SHSP) <br />Agency:KITTITAS COUNTY SHERIFF'S OFFICE <br />As the Pass-through Entity (PTE),the Washington State Military Department (WMD)Emergency Management Division's <br />(EMD)Preparedness Grants Section (PGS),referenced as the Department,Is responsible for ensuring federal funding is <br />expended and programs implemented in full accordance wlth governing law and regulations.Eighty-percent of the state's <br />award is allocated to local and tribal units of government in accordance with Federal guidellnes.Washington State is <br />divided into nine Homeland Security Regions.Funding is allocated to the Regions according to a county base,population, <br />and population density funding formula.The remaining twenty percent is allocated to state agencies using a sustainment <br />funding model. <br />Region 7 Is vulnerable and faces the risks related to the acts of terrorism and the use of force,or violence against persons, <br />property,government or any segment of the polltical or social objectives.Reglon 7 la vulnerable to wildland fire,landslides, <br />floods,winter storms,windstorms,earthquakes,pandemic Incidents and the human caused acts of terrorism directed <br />towards,hydroelectric faellltles,transportation,public events,and industry.Risks are the expected negative impact of an <br />adverse Incident (whether the results of terrorism or natural hazard)considering the magnitude of its impact.Homeland <br />Security Grant Funding will sustain Region 7 capabilities with a functional emergency management program.Thls <br />Investment enhances the planning,training,exercise,and response of the regional responders and volunteers. <br />Region 7 Is composed of Chelan,Douglas,Grant,and Okanogan Countles.The responsibility of the Region 7 Homeland <br />Security Coordinating Office and point of contact for the Region 7 Investment is rotated wlth each county serving In tum. <br />Region 7 submitted an Investment as part of the Washington State FY15 SHSP Investment Justlfication.Kittitas County Is <br />responsible for the following projects approved as a part of the regional investment. <br />PROJECT #1 Emergency Management Storage Unit $6,480 <br />DESCRIPTION,Kittitas County Emergency Management rents a storage unit behind the office to store emergency'management equipment to include,generators,mobile lights,Mobile EOC,etc. <br />PROJECT #2 SWAT-team-Training-/-Emergeney4Aaaagement Training <br />3 <br />The-t¥aining4s4er-theKittitaedeanty,SpeelalResponse-TeamdGSRT-le-a-maitbregionakteene <br />The4taining-Is-sponeeredday4he-Washington-State-TeetieakOfficereAsseeietion-The-EM4reining <br />iaceaeveraravestoraha-aam <br />DESCRIPTION:•Specialized training will be funded under this project for the multi-regional Kittitas County <br />Special Response Team (KOSRT)to include SWAT training sponsored by the Washington <br />State Tactical Officers Association. <br />•Funding will also cover professional development to include attendance at the annual WSEMA <br />conference. <br />PROJECT-#3 GouFtheuse-securay $28448 <br />Treae Gaunty4T-eddhe-Geur4¾reare-eentrened-by-proxydardre-T4eearde-have-a <br />imes--This-project-woulkpgrade44e4eerdeck-te <br />PROJECT #4 SWAT team medical kit /AED pads $1,600 <br />The Kittitas County Special Response Team Is In need of a battlefield expedient medcÑ k o hÑp <br />DESCRIPTION•trauma patlents in the field before victims can be extracted via EMS.Kittitas County is also in need <br />of bulk Automatic External Defibrillator pads.The current emergency stored pads have expired <br />and need replacing. <br />Themeoarityauthentiaa‡\en-hardwarewill-be-instaue4m.andaptops4e4asuresyber-security4e <br />OSSCRIPTION÷ prevent4hef ef4eformation-Timauthentleatien4tardwarewüWrender-the-laptope-useless4fdhey4all <br />PROJECT #6 Unmanned aircraft <br />Small UAV for Search and Rescue operation.The purchase of a Phantom-3 UAV to support <br />DESCRIPTION:Search and Rescue efforts.Thls will be used to fly down the many rivers in Kittitas County to <br />locate the stranded people or flown on Forest Service trails to locate lost hlkers. <br />DHS-FEMA-HGSP-SHSP /FY15 Page 2 of 4 Kittitas,County Of,E16-071,Amendment A <br />I
