KITTITAS COUNTY <br />SHERIFF’S OFFICE <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: April 17, 2018 <br /> <br />ACTION REQUESTED: Request to Approve a Resolution Awarding Funding for a <br />Grant Pursuant to the Investigation of Denied Firearms Transactions, Distributed by the <br />Washington Association of Sheriffs and Police Chiefs (WASPC). <br /> <br /> <br />BACKGROUND: During the 2017 Regular Session, the Washington State Legislature <br />enacted SHB 1501, effective July 23, 2017. This bill places several requirements on <br />Federal Firearms Licensees (FFLs), including that FFLs report to WASPC on each <br />instance where the dealer denies an application for the purchase or transfer of a firearm, <br />whether under RCW 9.41.090 or 9.41.113, or the requirements of federal law, as the <br />result of a background check or completed and submitted firearm purchase or transfer <br />application that indicates the applicant is ineligible to possess a firearm under state or <br />federal law. <br /> <br />State funding was allocated to local law enforcement to support investigation into <br />attempts to obtain a firearm which are denied. Effective December 5, 2017 through June <br />30, 2018, WASPC is distributing the $150,000 in grant funds allocated to support <br />investigations. These grants will cover the actual cost of the investigation, up to $500 per <br />transaction investigated. To receive grant funding, agencies must complete and submit a <br />two page online application. <br /> <br />INTERACTION: This interagency agreement was reviewed and approved by the <br />Kittitas County Prosecutor’s Office. <br /> <br />RECOMMENDATION: Request to Approve a Resolution Awarding Funding for a <br />Grant Pursuant to the Investigation of Denied Firearms Transactions, Distributed by the <br />Washington Association of Sheriffs and Police Chiefs (WASPC). <br /> <br />HANDLING: None. <br /> <br />LEAD STAFF: Command Staff
