KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE REQUESTED: March 1, 2016 ACTION REQUESTED: To Sign Washington State Military Department Contract Documents, FEMA 4249 -DR -WA Public Assistance Grant and Public Assistance Supplemental Contracting Documents for the Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides Event November 12 — 21, 2015 0 Routine E Public Hearing BACKGROUND: On November 24, 2015 Kittitas County declared a Local Agency Declaration of Emergency, Resolution 2015-160, for unusual weather conditions beginning on November 17, 2015 consisting of high winds, heavy rain, flooding, landslides and mudslides causing a disaster in Kittitas County, On January 15, 2016 Kittitas County was included in a Presidential Disaster Declaration 4249 -DR - WA making federal funds available to assist with the cost of emergency response and repairs to facilities damaged by the severe storm event. Kittitas County has requested reimbursement through the Washington State Military Department Public Assistance Grant Program for eligible damages resulting from the severe storm event beginning November 17, 2015. Under this program funding for eligible costs covered under the Project Worksheets for the Severe Storms, Straight- line Winds, Flooding, Landslides, and Mudslides 2011 event, FEMA 4249 -DR -WA, will be 75 percent federal funds. RECOMMENDATION: Public Works requests that the Board of County Commissioners sign Washington State Military Contract Documents for FEMA 4249 -DR -WA Public Assistance Grant and Public Assistance Supplemental Contracting Documents (Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides Event November 12 — 21, 2015) HANDLING: Return all originals to Public Works for signature by Washington State Military Dept.
