BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION AUTHORIZING EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN KITTITAS COUNTY AND KITTCOM FOR E911 OPERATIONS AND SIGNATURE AUTHORITY RESOLUTION No. 2017-______ WHEREAS, Chapter 39.34 of the Revised Code of Washington, the Interlocal Cooperation Act, allows government agencies to enter into agreements for the efficient use of their powers and to cooperate with each other in providing services; and WHEREAS, Kittitas County is a signatory to the Interlocal Agreement creating the KITTCOM Public Safety Communications Center designated as the Kittitas County Public Safety Answering Point (PSAP) for 9-1-1, and WHEREAS, Kittitas County on behalf of KITTCOM has entered into the current operating contract for E911 services and funding, a copy of which is attached hereto and incorporated by reference; and WHEREAS, The Washington Military Department and its vendor (Comtech/TCS) require Kittitas County and KITTCOM to enter and adhere to a “Data Sharing, Non-Disclosure and Use Agreement”, a copy of which is attached hereto and incorporated by reference; and WHEREAS, employees of KITTCOM may receive or become aware of confidential information intended for the Public Safety Answering Point (PSAP) belonging to Kittitas County, the Washington Military Department or Comtech/TCS; and WHEREAS, each of the above named parties requires limitations on use of that information as described in the “Confidentiality Statement”, a copy of which is attached hereto and incorporated by reference; and NOW THEREFORE, BE IT HEREBY RESOLVED that the Board of County Commissioners of Kittitas County, Washington authorizes of the execution of the “Data Sharing, Non-Disclosure and Use Agreement” referenced above, and further authorizes the Director of KITTCOM to take such steps as are appropriate to ensure that all employees to whom it is applicable sign and adhere to the “Confidentiality Statement”.
