KITTITAS COUNTY <br />SHERIFF’S OFFICE <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: November 7, 2017 <br /> <br />ACTION REQUESTED: Review and Acknowledge the Modification of <br />Intergovernmental Agreement Regarding Restrictive Housing Modification Requirements <br />between the U.S. Marshals Service and the Kittitas County Sheriff’s Office. <br /> <br /> <br />BACKGROUND: The Sheriff’s Office and the U.S. Marshals Service (USMS) have <br />had a standing agreement regarding the housing of USMS detainees at Kittitas County <br />Corrections Center since 2010. This serves as notice of the addition of restrictive housing <br />requirements for USMS detainees. Restrictive housing is defined as any type of detention <br />that involves all of the following three basic elements: removal from the general <br />population, whether voluntary or involuntary; placement in a locked room or cell, <br />whether alone or with another detainee; and the inability to leave the room or cell for the <br />vast majority of the day, typically 22 hours or more. <br /> <br />INTERACTION: The Kittitas County Prosecuting Attorney’s Office has reviewed and <br />approved. <br /> <br />RECOMMENDATION: Review and Acknowledge the Modification of <br />Intergovernmental Agreement Regarding Restrictive Housing Modification Requirements <br />between the U.S. Marshals Service and the Kittitas County Sheriff’s Office. <br /> <br />HANDLING: No handling required. <br /> <br />LEAD STAFF: Commander Hoctor
