KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: August 15, 2017 <br />ACTION REQUESTED: Approve the Chairman's Signature on Formal Task Order <br />Document Number 001 with Jacobs Engineering Group <br />Inc. <br />BACKGROUND: Public Works has submitted a grant application to the <br />Federal Highway Bridge Program for BRAC funds for the <br />replacement of the Manastash Road Bridge #76131 at <br />approximate MP 10.60. <br />Results of the Grant application will not be released until <br />October 2017 at the earliest. Public Works is receiving <br />complaints due to the weight restriction impacting <br />commercial logging and other construction activities. Part <br />of the request to secure the grant funds was expressing the <br />ability from Public Works to deliver the project in 2018. <br />In order to successfully deliver the construction of the <br />bridge replacement in 2018, design, environmental <br />permitting, and right of way actions need to begin by the <br />end of August. <br />Public Works followed contracting guidelines for second <br />tier competition with the current three civil on call firms <br />selected through the Request for Qualifications (RFQ) <br />process that was finalized in February 2017. Following <br />scoring on the Request for Additional Information received <br />for the Manastash Bridge project Jacobs Engineering <br />Group, Inc. was the successful consultant selected to <br />perform the work. <br />There is risk that Public Works does no receive award of <br />the BRAC funding grant and is still accumulating charges <br />for the design prior to award results. However, with the <br />current condition of the bridge, load restrictions and <br />potential to worsen under high water events Public Works <br />believes it is in our best interest to proceed. Many <br />complaints are surfacing due to the restrictions to the <br />commercial logging activities and construction needs <br />hindered by the structurally deficient bridge. <br />The cost for engineering services has been negotiated with <br />Jacobs Engineering Group, Inc. for the structural design of <br />the replacement. Public Works is in agreement that a not to <br />exceed amount of $279,603.00 is a fair cost for delivery <br />
