Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br /> <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: April 18, 2017 <br /> <br />ACTION REQUESTED: Approval for Proposed Development Agreement for Funding for Processing <br />the Planned Unit Development of Marion Meadows- DA-17-00001. <br /> <br /> <br /> <br />BACKGROUND: Marion Meadows is a proposed planned unit development in the Easton area <br />originally applied for in 2007. Applicants provided funds to the County to complete <br />an EIS for the project, and were in the process of completing the preliminary <br />proposal. The County indicated to the applicant on February 4, 2016 that a number <br />of items would have to be completed to obtain final approval by September 2016 or <br />the project application would expire. Instead of providing the requested materials to <br />the County to process the original application, the applicant chose to allow the <br />original project to expire, and applied for a new planned unit development under <br />current regulations. <br /> <br /> The applicant for the past and current application deposited to Kittitas County a total <br />of $104,250 in 2007 to process the original Marion Meadows Planned Unit <br />Development application. In processing the application and in discussions with the <br />applicant between January 2014 and November 30, 2016 as the new application was <br />being discussed, the County expended $19,450.50, leaving a balance of $84,799.50. <br />The County has expended funds from this account since that November date in <br />accepting and processing the new application. <br /> <br /> The applicant has chosen to use these remaining funds to process the new proposal. <br />A draft development agreement for the use of these funds has been created and is <br />available for hearing before the Commissioners. Staff requests that this funding <br />development agreement be signed so that all remaining funds be used in the <br />processing of the new application. <br /> <br />INTERACTION: CDS, Prosecuting Attorney, Board of County Commissioners <br /> <br />ATTACHMENTS: Marion Meadows Funding Development Agreement <br /> <br />STAFF <br />RECOMMENDATION: CDS Director recommends the Board of County Commissioners approve the proposed <br />agreement <br /> <br />HANLDING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br />RESPONSIBLE STAFF: Dan Carlson, AICP, Director, Community Development Services <br />
