KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: February 21, 2017 <br /> <br />ACTION REQUESTED: Consider an Event Application request from ABATE of <br />Washington to hold the 2017 Spring Opener. <br /> <br /> <br />BACKGROUND: On January 26, 2017 the Kittitas County Board of <br />Commissioners received an Event Application & permit fee <br />from ABATE of Washington to hold the 2017 Spring <br />Opener (June 22-25, 2017). Lyle Coyle, ABATE indicated <br />that once the event-permit was approved they would have <br />Kittitas County named on the Certificate of Liability <br />Insurance, noting they have done this in years past. <br /> <br />INTERACTION: On January 26, 2017 Staff sent the application materials to <br />various County departments for their review and <br />recommendation of the proposed event. <br /> <br />Staff received recommendations of approval from: Solid <br />Waste, Public Works, Sheriff, Public Health, Auditor & <br />Fire Marshal noting that the County Prosecutor was unable <br />to approve due to no insurance being issued at the time of <br />Staff Report being generated. <br /> <br />The Sheriff’s Office indicated if ABATE commits to the <br />same additional level of security as in the past few years, he <br />would support approval of the event. However there were <br />complaints last year of noise past the approved waiver time <br />(1:00 a.m. approved) (complaint about music at 2:45 a.m.) <br />and speeding and racing motorcycles in the area of Sparks <br />Road. He stated that if continued complaints and violations <br />are reported it may result in a negative recommendation for <br />future events. <br /> <br />The Kittitas County Deputy Prosecutor (Chris Horner) <br />indicated that until he has seen a Certificate of Insurance <br />naming the County, he could not recommend an approval <br />of the request. <br /> <br />The Kittitas County Public Works Department (Lucas <br />Huck, Engineer) submitted a recommendation to approve <br />the Special Event Permit with a recommendation of the
