coordination with the WSP.3.1.3 Requirements for National Mobilizations and Traffic Safety Enforcement Program (TSEP)3.1.3.1.HVE events will be data informed; based on crash data, anecdotal evidence, and the professionaljudgement of task force members. WTSC strongly believes in the expertise of local officers to understandthe highest priority areas in their communities to focus their efforts.3.1.3.2.The SUB-RECIPIENT will ensure that all officers participating in these patrols are BAC certifiedand have received and passed the SFST training.3.1.3.3.SUB-RECIPIENT will ensure all officers participating in Impaired Driving patrols have receivedAdvanced Roadside Impaired Driving Enforcement (ARIDE) training.3.1.3.4.WTSC recommends that the SUB-RECIPIENT ensures that officers use TraCS to issue writtenwarnings instead of delivering them verbally. Recording each stop within the TraCS system not onlyformalizes the warning but also provides valuable information for future reference. This documentationallows subsequent officers to quickly review a driver’s prior interactions, fostering greater awareness andcontinuity in enforcement efforts. By maintaining this record, officers can make more informed decisionsduring future stops and contribute to a consistent approach in managing driver behavior.3.1.3.5.Impaired driving enforcement is a multifaceted process, requiring officers to recognize riskydriving behaviors, carry out thorough investigations, and handle arrests and processing efficiently. WTSCadvises that officers assigned to impaired driving HVE patrols should have completed at least 10 DUIarrests in the past two years. By setting this standard, WTSC ensures that participating officers possessthe necessary experience and skills to accurately identify and apprehend impaired drivers during thesespecialized patrols.3.1.3.6.SUB-RECIPIENT shall ensure all participating personnel will use the WEMS system provided bythe WTSC to record all activities in digital activity logs conducted by their commissioned officerspursuant to the HVE events. Participating officers will fill out all applicable fields of the digital activity logand use the comments field to provide details on irregularities, challenges or other details that would helpexplain what was encountered during their shift. SUB- RECIPIENT will also ensure all supervisors andfiscal staff have the ability to review and edit those activity logs.3.1.3.7.If an officer's contacts per hour rate falls below 2.0, the officer must provide a commentexplaining the circumstance. However, this requirement does not apply in cases where a DUI arrest hasbeen made.3.1.4 Project Intent and Best Practice3.1.4.1.SUB-RECIPIENT is encouraged to help their Region Task Force fulfill the requirement toparticipate in the four mandatory National Campaigns. (Holiday DUI campaign in December 2026,Distracted Driving campaign in April 2027, Click It or Ticket campaign in May 2027 and Summer DUIcampaign in August 2027).Page 3 of 21
