<br />Page | 39 <br /> Allowable Expenses <br /> <br />Housing Stability: Expenses that directly support a household’s housing stability, including but not <br />limited to: <br />✓ Car repairs or vehicle registration to maintain employment. <br />✓ Training or certification programs. <br />✓ Legal fees related to housing issues. <br />✓ Payment of past debts with previous landlords to pass housing screenings . <br />✓ Installation of safety measures, like new door locks, for individuals fleeing domestic violence or <br />trafficking. <br />✓ Work required equipment necessary for employment, such as work boots or clothing. <br />✓ Essential veterinary services for pets of households accessing emergency shelter , such as visits <br />for core vaccinations (e.g. rabies, distemper, parvovirus), flea treatment, and sterilization (spay <br />or neuter). <br /> <br />Essential Household Needs: Items necessary for daily living, including but not limited to: <br />✓ Personal hygiene products. <br />✓ Cleaning supplies. <br />✓ Transportation passes. <br />✓ Other personal necessities. <br /> <br /> Flexible Funding does not include current rent payments or other fees and costs required by a <br />household’s lease (e.g. pet fees, parking, garbage, etc.). <br /> Eligibility and Documentation <br />All CHG eligible households are eligible for Flexible Funding. Reference Section 6.3.3.4 for more <br />information about households with a HEN Referral. <br /> <br />Income: Verification of income is required for all households, except h ouseholds receiving only Flexible <br />Funding and not ongoing housing assistance or households with a HEN Referral. <br /> <br />Housing Status: Verification of housing status is required for all households, except for households <br />with a HEN Referral who are only receiving essential household needs. <br /> <br />Documentation: Eligibility verification must be documented in the client file. Flexible Funding <br />assistance must be documented in the household’s housing stability plan, detailing how the assistance <br />addresses the identified need. <br /> Payment Procedures <br />✓ Flexible Funding payments must be made directly to a third party on behalf of the household , <br />or <br />✓ Direct cash assistance is allowable in the form of a debit cash card, merchant gift card, cash <br />equivalent card, or voucher. <br /> <br />If gift cards or cash equivalent cards are provided to program participants, strong internal controls <br />must be in place. These controls must include: <br />✓ Established written procedures for purchasing, storing (in secure area) and distributing.
