<br />Page | 9 <br />forms and documentation (Appendix A and C), required policies and procedures (Appendix B), and <br />homeless system performance requirements (Appendix D). <br /> <br />Fiscal staff should bookmark Grant Basics (Section 1), Administrative Requirements (Section 2), <br />Grant Management (Section 2.2), Fiscal Administration (Section 2.3), and allowable expenses <br />(Section 6). <br /> <br />The guidelines are organized as follows: <br /> <br />Section 1: Grant Basics <br />Provides a grant overview and purpose statement including allowable housing interventions. <br />Section 1.1 includes a summary chart by budget category outlining allowable interventions, housing <br />status eligibility, income eligibility, and where to find the eligibility requirements in the guidelines. <br /> <br />Section 2: Administrative Requirements of Lead Grantees <br />Outlines lead grantee responsibilities related to the homeless system, grant management, and <br />fiscal oversight. Some of these requirements are operationalized and implemented by subgrantees, <br />but lead grantees are responsible for ensuring compliance. <br /> <br />Section 3: Homelessness Assistance, Section 4: Homelessness Prevention, and Section 5: Housing <br />and Essential Needs <br />These sections define household eligibility: households experiencing homelessness, households at <br />risk of homelessness, and households with a Housing and Essential Needs (HEN) Referral. <br /> <br />They also detail the allowable housing intervention types and documentation requirements for <br />each population served. Refer back to the chart in Section 1.1 to review which budget categories <br />can serve each population. <br /> <br />Section 6: Allowable Expenses for all Budget Categories <br />Covers allowable expenses across all CHG budget categories, including rent, facility support, <br />operations, and administration. <br /> <br />Section 7: Requirements for all Housing Interventions <br />This section outlines the requirements for all housing interventions and services funded through <br />CHG. It includes, but is not limited to, guidelines on voluntary services, housing choice, progressive <br />engagement, assessment and housing stability planning, complaint procedure, and HMIS <br />participation. <br /> <br />Section 8: Additional Requirements for Rent Assistance <br />This section outlines all requirements for interventions providing rent assistance payments. <br /> <br /> Section 9: Habitability Requirements for all Rent Assistance and Facility-Based Projects <br />Specifies habitability standards and documentation requirements for all projects providing rent <br />assistance or operating facility-based housing. <br /> <br /> <br />
