<br />Page | 7 <br />Homeless Housing Plans. <br /> <br />These funds are authorized under Washington State law, Chapter 43.185C RCW Homeless Housing <br />and Assistance. Commerce is responsible for distributing the state’s share of document recording <br />fee revenue to counties, referred to as lead grantees. These funds support implementation of <br />programs and projects that align with county Local Homeless Housing Plans. The goal is to help <br />individuals who are experiencing or at risk of homelessness achieve housing stability, to address <br />systemic causes of homelessness and support data collection and reporting on the crisis response <br />system. Commerce also provides technical assistance to lead grantees for all aspects of grant <br />administration. <br /> <br />The CHG is funded through two sources: the state general fund and document recording fee <br />revenue. In these guidelines, the associated grant budget categories are referred to as Standard, <br />Permanent Supportive Housing for Chronically Homeless Families (PSH CHF), Homelessness <br />Prevention (HP), Emergency Housing, Housing and Essential Needs (HEN), Document Recording Fee <br />(DRF) Backfill, and Inflationary Increase. Each budget category supports specific housing <br />interventions and has distinct client eligibility requirements.
