BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. 2026 - <br />AWARDING THE CONTRACT FOR THE WHISKEY CREEK AT ELLENSBURG <br />WATER COMPANY INVERTED SIPHON PROJECT AND AUTHORIZE THE WATER <br />RESOURCES MANAGER TO EXECUTE THE SAME <br />WHEREAS: The call for sealed bids supporting the Whiskey Creek at Ellensburg Water <br />Company Inverted Siphon Project was authorized by the Kittitas County Board <br />of Commissioners on September 1, 2026; and <br />WHEREAS: The Department of Public Works solicited bids in accordance with RCW <br />36.77.020 Contract Procedures; and <br />WHEREAS: Sealed bids were received and opened on September 24, 2026, at 10:00 am; and <br />WHEREAS: There were seven (7) bids received with one (1) bid deemed unresponsive; and <br />WHEREAS: The lowest responsive bid was from Brumfield Construction, Inc. in the amount <br />of $1,483,530.00 and sales tax; and <br />WHEREAS: The Water Resources Manager recommends the lowest responsive bid be <br />accepted; and <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in <br />the best interest of the County to award the Contract for the Whiskey Creek at <br />Ellensburg Water Company Inverted Siphon Project Brumfield Construction, <br />Inc.; and <br />BE IT FURTHER RESOLVED that the Water Resources Manager is authorized to sign <br />contract documents for said project. <br />DATED on this 6th day of October 2026, at Ellensburg, Washington. <br />Attest: <br />❑ Clerk of the Board- Julie Kjorsvik <br />❑ Deputy Clerk of the Board- Mandy Buchholz <br />BOARD OF COUNTY <br />COMMISSIONERS <br />KITTITAS COUNTY, WASHINGTON <br />Brett Wachsmith, Chairman <br />Laura Osiadacz, Vice -Chairman <br />Jeff Leichleiter, Commissioner <br />
