ATTACHMENT "A" <br />SCOPE OF WORK <br />Goals and Objectives <br />The primary objectives of this contract are to: <br />Continue access to medications for opioid use disorder in the Kittitas County Jail (KCJ). <br />Reduce risk to incarcerated individuals by managing opioid withdrawal safely through utilization of <br />buprenorphine in line with current Bureau of Justice Assistance (BJA) guidelines or other updated best <br />practice protocols. <br />Coordinate care for incarcerated individuals being released back into the community, reducing recidivism <br />and poor outcomes for individuals with untreated OUD, including working with other programming and <br />reentry services in KCJ. <br />Program Requirements <br />On -site Nursing & Telephonic Provider Services <br />COMPASSDIRECT HEALTHCARE shall provide 24/7/365 telephonic access to a qualified prescriber of medications <br />for opioid use disorder (MOUD). <br />Contractor will also provide two part-time nurses who will work with the OUD/MOUD program 7 days a week in <br />person at KCJ. Contractor's nursing staff will screen and triage new intakes for substance use disorder, making <br />appropriate consultations with on -call COMPASSDIRECT HEALTHCARE provider as indicated. <br />During contractor's staffed nursing hours, contractor's nurses will screen new KCJ intakes for substance use <br />disorder with the Tobacco, Alcohol, Prescription medications, and other Substance Tool (TAPS Tool). <br />Contractor's nursing staff will offer initial and periodic training of KCJ staff in utilizing the TAPS tool. If intake <br />occurs after regular nursing hours, the TAPS tool may be completed by the incarcerated individual or a KCJ <br />deputy for nursing staff to review at next availability. If an incarcerated individual's screening is positive for SLID, <br />contractor will request a sample for a rapid urine toxicology screen. <br />Contractor's nursing staff will monitor patients with OUD for withdrawal symptoms using the Clinical Opiate <br />Withdrawal Scale (COWS Scale). Contractor will provide training and implementation of appropriate monitoring <br />of OUD patients by KCJ deputies outside of regular nursing hours. Contractor's nurse shall assess OUD patients <br />and determine whether Jail staff can monitor the individual until the next nursing staff arrives in the facility, or if <br />jail staff should call the on -call medical provider. <br />Contractor will offer MOUD treatment to patients with a current COWS assessment score of 10 or more, if <br />otherwise medically appropriate. If the patient accepts an offer of MOUD treatment, staff will contact the <br />Contractor's on -call medical provider to obtain a prescription. Contractor will provide access to such provider <br />24/7/365, including holidays. <br />Contractor will monitor patients on MOUD and ensure the appropriate medication delivery method is being <br />used. <br />Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 3 of 20 <br />
