Pn)pert X can the cast side of <br />the road is privately owned, and parcels on the west side of the read are owned by Kittitas <br />County, The County acquired the parcels for floodplain nIanagemznt and habitat <br />restoration. One of the allowed uses is passive recreation, As part of the floodplain <br />management project, a berm was to be constructed parallel to the roadway. This bem.. <br />would limit the ability to provide access. Public Works is proposing to elevate the <br />roadway. An elevated roadway will meet the purposes of the berm and continue to <br />
