KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 14, 2026 <br />TOPIC: Portion of 1' Street Ronald Road Vacation Request <br />ACTION REQUESTED: Direct Staff to Prepare Enabling Documents and to <br />Schedule a Public Hearing <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Prepare enabling documents and schedule the required public hearing regarding the <br />proposed right-of-way vacation. <br />BRIEFING SUMMARY: <br />• First Street in Ronald was established in the Northern Pacific Railway Company, <br />Ronald Townsite <br />• Prior to 1964, Block 11 and Block 13 had boundary line adjustments, which <br />created an extension of First Street, also known as First Place <br />• A plat recorded in 1964 identifies the public right-of-way <br />• Adjacent Lot owner desires vacation of a portion of the right-of-way <br />• Kittitas County Code Chapter 12.10 and RCW 36.87 identifies road vacation of <br />County Roads <br />BACKGROUND: <br />First Street in Ronald was established in Ronald and prior to a 1964 plat a boundary line <br />adjustment created an extension of First Street, also known as First Place. A plat recorded <br />in 1964 (Exhibit 1) identifies the public right of way. The roadway has a paved surface <br />maintained by the County. The roadway provides access for adjacent business and <br />property owners. <br />DISCUSSION: <br />An application to vacate a portion of 1" Street in Ronald right-of-way was received by <br />Public Works (Exhibit 2). The location of the proposed vacation is depicted in the <br />vicinity map (Exhibit 3). Kittitas County Code 12.10 indicates that a Public Hearing <br />would be used to consider the road vacation request. At the Public Hearing a Director's <br />Report would be presented. The Director's Report is to include the following: <br />1. Whether the County Road should be vacated and abandoned <br />2. Whether the same is in use or has been in use <br />3.
