Jamey Avlina <br /> Subject: Comments on 10ttltas County Comprehensive Plan <br /> Date: Thursday,May 28,2026 8:57:11 AM <br /> CAUTION: This email originated from outside the Kittitas County network.Do not click <br /> links,open attachments, fulfill requests,or follow guidance unless you recognize the sender <br /> and have verified the content is safe. <br /> Dear County Commissioners- <br /> In late summer of 2025, Commissioner Osiadacz and representatives from the Kittitas <br /> County planning office and public works attended the Roslyn City council meeting to <br /> address concerns about traffic along SR 903.This was a good exchange of ideas with the <br /> representatives from the County explaining the process and inputs and the Roslyn City <br /> officials sharing concerns. <br /> In the Roslyn city council meeting in late April 2026, City Council member Uren reminded <br /> the council that the County was looking for input for the County Comprehensive plan and <br /> that the commissioners were going to be reviewing feedback on June 2, 2026. <br /> 1 have some serious concerns about the developments being planned up valley from <br /> Roslyn and the impacts they will have on public safety and traffic in Roslyn and the <br /> surrounding communities along SR 903. 1 know that COG has commissioned a study on <br /> traffic impacts and a report will likely be coming out in the next 12-18 months.The current <br /> best (and only study)we have is from a traffic study related to the Bullfrog flats <br /> development.The results of that study forecasts that the influx of planned growth will likely <br /> bring SR 903 in Roslyn to a complete stop (grade F level of service). Not only does this <br /> impact the quality of life of Roslyn citizens, but it creates a very hazardous situation <br /> concerning both wildfire evacuation and EMS response. <br /> The reality is that what has already been zoned for growth is going to be built at some point, <br /> that is the reality, and it is not changing.What is concerning is that there are approved <br /> projects that have not broken ground,which,when built will impact the traffic patterns.The <br /> numbers I am seeing is that roughly 5000-6000 total housing units are currently approved <br /> but not yet built in Roslyn/Cle Elum/UKC.When finished,this already authorized growth <br /> alone could triple the population without any additional approvals.Without a <br /> comprehensive study and/or simply waitingto see what happens when more of these units <br /> are built, there is no wayto assess the impacts of this development. Until we have more <br /> answers, it is important to not encourage additional growth in this corridor. <br /> I am not anti-growth and the reality(for better or worse) is that there will be an influx of <br /> people to Kittitas county. My ask is for the County to adopt language in the County <br /> Comprehensive Plan that does not encourage growth in the areas north of Roslyn until the <br /> impacts of the current zoning is better understood.As we all know, once an area is <br /> rezoned, it is nearly impossible to revert back to a more restrictive zoning.
