BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION <br /> <br />NO. ______________ <br /> <br />RESOLUTION AUTHORIZING CHAIRMAN’S SIGNATURE ON THE SIGNATURE <br />AUTHORIZATION FORM FOR THE WASHINGTON MILITARY DEPARTMENT, <br />EMERGENCY MANAGEMENT DIVISION FLOOD RESPONSE: COUNTY RISK AND NEEDS <br />ASSESSMENT GRANT PROGRAM FOR KITTITAS COUNTY REPETITIVE LOSS AREA <br />ANALYSIS AND AUTHORIZING THE PUBLIC WORKS WATER RESOURCE MANAGER <br />TO ACCEPT FUNDING AND SIGN THE GRANT AGREEMENT AND AMENDMENTS <br /> <br />WHEREAS: Kittitas County Public Works submitted an application for $91,000 to the Washington <br />Military Department, Emergency Management Division Flood Response: County Risk <br />and Needs Assessment Grant Program to conduct a Kittitas County Repetitive Loss Area <br />Analysis; and <br /> <br />WHEREAS: The Kittitas County Repetitive Loss Area Analysis will evaluate seven repetitive loss <br />areas and support Kittitas County's continued participation in the National Flood <br />Insurance Program's Community Rating System Program; and <br /> <br />WHEREAS: This project is identified in the Flood Control Zone District Capital Improvement Plan as <br />Project No. 1a; and <br /> <br />WHEREAS: The Emergency Management Division notified Kittitas County that the Kittitas County <br />Repetitive Loss Area Analysis application has been selected for funding; and <br /> <br />WHEREAS: The Emergency Management Division requires Kittitas County to submit a signature <br />authorization form identifying the authorizing authority and authorized representatives on <br />behalf of Kittitas County for the grant agreement, amendments, and reimbursement <br />requests; and <br /> <br />WHEREAS: The signature authorization form is attached hereto and incorporated by reference. <br /> <br /> <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in the best <br />interest of the public to authorize the Chairman to sign the signature authorization form and to designate <br />the authorized representatives on behalf of Kittitas County; and <br /> <br />BE IT FURTHER RESOLVED that the Water Resource Manager is authorized to accept funding and <br />sign the grant agreement and amendments; <br /> <br />DATED this 15th day of September 2026, at Ellensburg, Washington. <br /> <br /> BOARD OF COUNTY COMMISSIONERS <br /> KITTITAS COUNTY, WASHINGTON <br /> <br /> ________________________________ <br /> Brett Wachsmith, Chairman <br />Attest: <br /> <br />☐ Clerk of the Board- Julie Kjorsvik ________________________________ <br />Laura Osiadacz, Vice-Chairman
