KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS 2026 AGENDA STAFF REPORT AGENDA DATE: September 15, 2026 ACTION REQUESTED: Approve a Resolution Authorizing Chairman’s Signature on the Signature Authorizing Form for the Washington Military Department Emergency Management Division Flood Response: County Risk and Needs Assessment Grant Program for the Naneum Creek Flood Assessment and Mitigation Plan and Authorizing the Public Works Water Resource Manager to Accept Funding and Sign the Grant Agreement and Amendments. ___________________________________________________________________________________ BACKGROUND: The Washington Military Department, Emergency Management Division, is administering the Flood Response: County Risk and Needs Assessment Grant Program. This state-funded initiative is associated with the December 2025 severe weather and flooding events identified under Emergency Proclamation 25-07.2. Kittitas County Public Works prepared two funding applications and was notified that both were selected for funding. The Naneum Creek Flood Assessment Mitigation Plan project will evaluate flooding and identify mitigation actions for approximately 3,100 feet of Naneum Creek, where significant flooding occurred during the 2023 and December 2025 flood events. This project is identified in the Flood Control Zone District Capital Improvement Plan as Project No. 14c. INTERACTION: Public Works. RECOMMENDATION: Move to approve a resolution authorizing Chairman’s signature on the signature authorizing form for the Washington Military Department Emergency Management Division Flood Response: County Risk and Needs Assessment Grant Program for the Naneum Creek Flood Assessment and Mitigation Plan and authorizing the Public Works Water Resource Manager to accept funding and sign the grant agreement and amendments.
