Attachment D-1 <br />Kittitas County Sheriff's Office <br />SHSP Enduring Security Needs (EN) <br />The State is divided into nine Homeland Security (HLS) Regions which differ in geography (marine to <br />desert), major industry (large business to agricultural), and population (dense urban settings to rural). Each <br />region develops projects to address their specific risks and hazards which sustain previously built <br />capabilities or to close identified gaps. <br />The HLS Regions have identified several key investments that support core capabilities through Planning, <br />Organization, Equipment, Training, and Exercise activities with a focus to effectively build, sustain, and <br />deliver capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism, The <br />specific core capabilities and what the investments will deliver are outlined under each project description. <br />This investment was developed in alignment with the FY 2025 Homeland Security Grant Program Notice of <br />Funding Opportunity, relevant FEMA guidance, the Washington State Threat and Hazard Identification and <br />Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR), as well as applicable state and <br />local strategic plans. <br />All funding to support emergency communications investments will comply with the SAFECOM Guidance on <br />Emergency Communications Grants (SAFECOM Guidance) to ensure that federally funded investments are <br />compatible, interoperable, resilient, and support national goals and objectives for improving emergency <br />communications. <br />ENDURING NEEDS PROJECT: <br />SHSP EN: Region 7 — Homeland Security Project <br />This regional investment funds salaries, benefits, equipment, supplies, and training support costs <br />(instructors, travel, supplies, tuition). <br />Homeland Security (HLS) Region 7 is comprised of Chelan, Douglas, Grant, Kittitas, and Okanogan <br />counties. <br />Focus areas include: <br />(1) Support for EOC operations <br />(2) Operational response readiness <br />(3) Special teams' equipment and training <br />Activities may include: <br />- Provide support to EOCs through supplies and equipment <br />- Conduct exercises to test EOC effectiveness <br />- Procure equipment <br />- Install equipment for mobile operations response vehicle <br />- Provide specialty teams training <br />- Rent storage unit for emergency response equipment <br />Planned equipment can be claimed as LETPA as it addresses the core capability of Interdiction & Disruption <br />within the National Protection Framework, specifically, the critical task of "Implement security, protection, <br />resilience, and continuity plans and programs, and training and exercises, and take corrective actions. ". <br />This project sustains and enhances the core capabilities of Operational Coordination, Physical Protective <br />Measures, and Interdiction & Disruption. The core capability gaps from the State SPR that will be addressed <br />are: <br />- Lack of funds to support planning <br />- Lack of or inadequate special teams' equipment and lack of or inadequate physical protection <br />- Lack of funds to support training opportunities and the need to expand existing training opportunities <br />The State SPR "Approaches for Addressing Capability Gaps and Sustainment Needs" identified the following <br />ways to address the identified gaps: <br />- Establishing dedicated planners <br />DHS-FEMA-HSGP-SHSP-FY25 Page 49 of 55 Kittitas County, E26-360 <br />
