Article 56 HSGP Performance Goal In addition to the Biannual Strategy implementation Report <br />(BSIR) submission requirements outlined in the Preparedness Grants Manual, recipients <br />must demonstrate how the grant -funded project addressed the core capability gap <br />associated with this project and identified in the Threat and Hazard Identification and <br />Risk Analysis (THIRA) or Stakeholder Preparedness Review (SPR) or sustains existing <br />capabilities as applicable. The capability gap reduction must be addressed in the Project <br />Description of the BSIR for each project. <br />Article 57 This article has been removed <br />Article 58 Operation Stonegarden Program Hold The recipient is prohibited from drawing down <br />OPSG funding under this award or reimbursing OPSG subrecipients of this award until <br />each unique, specific, or modified county level, tribal, or equivalent Operations Order or <br />Fragmentary Order (FRAGO) has been reviewed by FEMA/GPD and Customs and <br />Border Protection/United States Border Patrol (CBP/USBP). The recipient will receive the <br />official notification of approval from FEMAIGPD. <br />Article 59 Non-Appiicablllty of Specific Agreement Articles Notwithstanding its inclusion in this <br />award package, the following Agreement Article does not apply to this grant award:1. <br />Termination of a Federal Award. This provision is consistent with any terms of the Notice <br />of Funding Opportunity that state Paragraph CYL (Termination of a Federal Award) of <br />the FY 2025 DHS Standard Terms and Conditions does not apply to this award. Refer to <br />the Notice of Funding Opportunity for the terns governing award termination. <br />Article 60 Period of Performance and Budget Period Notwithstanding language In the <br />Obligating Document or in the other terms of this award package, the Period of <br />Performance and the Budget Period for this grant award is October 1, 2025 to <br />September 30, 2026.
